The Government of Québec offers the following three business immigration programs:
Applicants who meet the requirements of the either the Immigrant Investor, Entrepreneur or Self-Employed Worker program may submit an application for permanent selection.
Based on its immigration objectives, the Government of Québec may select business immigrants and invite them to a selection interview. The selected applicants will be issued a Certificat de Sélection du Québec (CSQ – Québec Selection Certificate). Then, the Government of Canada will admit the selected applicants to Québec on a temporary basis. In order to be admitted to Québec on a permanent basis, applicants (as well as any accompanying family members or dependents) must apply for permanent residence and pass the required medical examination and security screening.
Each Québec business immigration program application package contains a list of requirements outlined in the appendix. Once complete, it is highly recommended that you review your application in order to ensure that you have:
You must also ensure that your envelope indicates the program under which you are applying. You may submit only one application at a time. All applications for permanent selection must be submitted to the Direction de l’enregistrement et de l’évaluation comparative in Montréal by courier only. Any applications submitted in person or by regular mail will be refused.
If your application is deemed incomplete, it will be refused and returned along with the applicable fees.
If your application is deemed complete, the Direction de l’enregistrement et de l’évaluation comparative in Montréal will send you an acknowledgement of receipt.
The review process will depend on the program under which you choose to apply (see below for varying eligibility requirements). You may be asked for additional documents, or called for a selection interview.
If your application is accepted, you will receive a Certificat de Sélection du Québec (CSQ – Québec Selection Certificate). Investor candidates will first receive a notice of intent for permanent selection that will allow them to make the required CAD $1.2 million investment within 110 days. Once confirmation of the investment is received, the CSQ will be issued.
If your application is refused, you will receive a letter explaining why you have not met the selection criteria and conditions. This letter will also outline the conditions under which you may submit a request for an administrative review of your application.
